Notice to Bidders – T-Hangar Development Project
The Shelbyville Board of Aviation Commissioners is accepting sealed bids for improvements at the Shelbyville Municipal Airport. This project supports the construction of new T-Hangar facilities and associated airfield infrastructure and is funded in part through FAA Airport Improvement Program (AIP) and Infrastructure Investment and Jobs Act (IIJA) grants .

Project Divisions
Division A – Site Preparation & Taxilane Construction
Work includes:
- Stripping and stockpiling topsoil
- Grading (cut and fill)
- Adjusting taxiway lighting circuits
- Installing drainage structures
- Constructing lime-treated subgrade, aggregate base, and asphalt taxilane pavement
- Pavement markings
- Seeding, mulching, and erosion control
Division A prepares the site and constructs the infrastructure needed to support new hangar development .

Work includes:
- Building perimeter and column foundations
- Subbase preparation and concrete floor placement
- Erection of pre-engineered T-Hangar structure
- Aircraft door installation
- Electrical systems installation
Division B delivers the vertical construction of the new T-Hangar facility .

Federal Requirements
This project is federally funded and includes requirements related to:
- Buy American preferences
- Davis-Bacon wage compliance
- Title VI Civil Rights compliance
- Disadvantaged Business Enterprise (DBE) participation (49 CFR Part 26)
- Trade Restriction Certification
- Federal Fair Labor Standards Act
A bid bond equal to five percent (5%) of the total bid is required. The successful bidder must provide 100% performance and payment bonds .
